ok so the text says its used to colonize unoccupied planets. However I see it on the artifact list on planets that I already have colonized...how exactly does it work? |

Allows the free colonization of a habitable unoccupied planet for the Drannik. Artifact Effects: Planet +1 to number of planet colonies for your rank Notes: Cannot be used on Gas, Toxic, or Volcanic planets, or on planets that have been shared to you. |
