Not without a race change.. Lazuli CAN get Fixer which I didn't expect, for a total 80% hull bonus. Wiki still needs full reference.

Genetarr race has a Mind Influence ability (confuses the minds of non-player enemies, lowering their attack by 50% for 1 hour), which has a 30 minute cooldown time.
