Can a chthonian be 38x/38x mining and arti?

If you uplift its research high enough before using the arti then yes I believe both artifacts and mining production will get boosted.

I can't look for it right now, but someone made a post saying that it doesn't work if the planet is above 18x, I believe. You'd probably want to look for that. |
