Has anyone figured out the damage caps vs. hull & shield to see which bosses are easiest for this medal? I haven't got enough attack to hit cap on most so can't get a realistic value.

Damage cap on npcs is always 2.5x rank. i.e. a rank 200 npc will have a damage cap of 500

Without knowing your rank, can't know which you can see. The lower the rank the boss the easier it is.
Stalar Command Center for ranks 150 - 500, 176 min shots
Renegar, Lazuli Station for Ranks 500 - 600, 180 min shots
close second Sha'din AI Matrix for Ranks 500 - 600, 190 min shots
Dark MegaComplex Ranks 600 - 750, 200 min shots
Dark Command Nexus Ranks 750 - 2000, 239 min shots (I think you will get kicked if you do this personally)
Sha'din Hypergrid Ranks 750 - 2000, 250 min shots.
Silthion Hive Colony Ranks 750 - 900, 267 min shots (most people wont hit these after they get the mods so you might want to just man up and do these instead of grids, because at least people will it grids for ctp).
Sha'din Hyperport Ranks 2k+ It is your only option at this point, 500 min shots
