This is an enemy base, no idea what that 15% is calculated from.

That's interesting; how many AP? Anything with shields seems sort of meaningless unless they actually repair them when you use it.

how common would people say the npc's are?

NPCed for 2-3 hours yesterday. Found 1 Harvest Leader (300 cloak btw) and 37 harvesters. Obviously its a tiny sample so take that into consideration.

Would you say more common than the hallows bane NPCs? I'd prefer not to another rank 15 times

Yeah the harvesters are much more common than the banes.
