Looking through some stuff on hacking lately, everything I am seeing says it is rare, but there are two things I can not, for the life of me, seem to find.

The first : Does anyone know what the percentage chance of a critical hack is?

The second : Is there any way to increase your critical hack chance?

question the 1st: No. My best guess? 5% of the time it's a crit hack. 5% of the time a crit fail.

question the 2nd: It is commonly believe that % bonuses to hacking ability increase crit hack chance. Whether this is true or not is unknown to me. Things that provide such would be... Cipher Bots and their upgrades, the Bainar ally when sufficiently ranked, Sha'Din Algorithms, and the Hacker profession.

If they do actually provide an increased crit hack chance, and my guess on the normal rate for crit hacks is correct, then with all those bonuses it would be ~11% chance for a crit hack.

About 0.01% chance for critical hack

from my experience its probably about 2-0.5% range for crit hack/fail

A little above 2% seems to be what I've had

You realize that is the same as 1 out of 10000 hacks being either a crit fail or a crit hack
I also believe there is no static number to determine a critical chance, I'm just going off of data (I flagged every planet I crit hacked)
