How can you increase cloak without adding modules? |

On your ship, you can't. Modules/Allies are the only way to add permanent cloak. All you can do is use artifacts that temporarily boost your cloak or pick a race/profession that provides a cloak benefit (of course that decision should be made on more than just cloak reasons). |

define "adding" some mods can be upgraded there are mods that have no cost(mission tier reward) but generally speaking, it's no-ish as those are both finite. And there is a finite maximal cloak. There is no way to add cloak directly as a stat. |
