These suffer partially becase of your deck limit you put on yourself. Another reason why they suffer is because your AP/h is only 2000. You even said yourself you have 43 open planet slots. Get colonizing. Only take VL+ VR+ artifact worlds. Your mining shouldnt matter right now. 317.4M upkeep can be easily covered through GTC. Selling even 1 ACF is worth more than your upkeep.

Artifacts 1921 points / hour <-- This is what is hurting you the most. Follow the advice I gave at the top to fix it. You want to be well above 5k AP by rank 300. preferably nearing 10k AP. This shouldnt be too hard if you focus exclusively on AP worlds to bring it up, and rebuild your other artifact worlds to pure production if they arent any better than VL ER.
Research 4006 research / hour <- decent, only take VM R gas for research. Eventually you want to bring your gases to 15x RP and turn them into plasmas

There you have it. I tackled the main issues for you, but it is hard to say more without knowing your playstyle and ship modules you have available, along with your research tree
