is finding rare nvp's or boss nvp's dependant on your scan ability? or is it just completely random and dependant on your lvl?

Rank has a bit to do with it. You can only see certain NPCs in a given rank range. Some have a bit of cloak so you would need some scan to see them, but not terribly much. I run about 335 scan and have no problem finding elites for my range. Sunday a week ago I personally alerted 7 Elite/Bosses. If you have that much scan you should find some as long as the RNG goddess is kind to you. Best strategy is to stomp your way through as many wimp NPCs as possible. Eventually uncommons, elites, and bosses will show up.
