Quick question on planet new colony bonus on artifacts.

Post subject:  Quick question on planet new colony bonus on artifacts.
On some artifacts like assimilation locus, if used right after you invaded the planet, you get a new colony double bonus.

My question is what if you accidently used planetary time vortex's on it until it's peaked. If you now place the locus will you still get the bonus or is it too late.
