How long does it take to recharge the population of a planet? I mean like 20/hour or something like that not fully recharging.

I think its about 10 per minute, its really fast.

Planets regenerate 1 population per minute.

Thats weird, because I keep reducing a lvl 4's planet to 5 population and 1 min. later( ok, maybe not one minute but a short time) the pop. is fully recharged.

He might be using Cloning Pods, a fairly common artifact that "heals" planet population.

He's been at lvl 4 for more than 2 weeks, so unless cloning pods is permanent or he never does missions or pvp, his recharge should be slower.
