What is Stable Overcharge?

Folks can anyone tell me where the effect on ships called "Stable Overload" giving +25 attack, stackable and for a few days duration comes from? I didnt see any artifact giving that affect but maybe I over looked it.

It's a reward from a mission. Stackable, unremovable.
