best bet is to keep an eye on the guy and see if he levels up...no levelling in a week and no legion is a sure fire retired player |

youre talking about Spy Probe Governance. its a CT lab arti, so unless you discover it, you have to make dealings with one of the higher up legions to manufacture it for you, or allow you in their legion for at least a week. |

A legion bonus of 0% is a flashing neon sign screaming 'invade me'. I've seen a few of those. |
