 Scanners and cloak?!

Is it recommended to have good cloak and good scanners, i am lvl 16 and they are the 2 areas i have been building up on?!

Then yes - it is a good idea. Focus more on cloak, as no matter what scan you have, if you have 0 cloak you cannot hack, and if you have alot of cloak but no scan you can hack.

I would also warn that your combat rep will quickly fall.

I have 290 shields without having shields.
You can pick up X-Charge Cells on an artifact pull.
I maxed out the slots for Hull along with Vortul Plating x2.

You can Install / Uninstall items as needed.
(ie) Unistall weapons / Install Stealth Modules to hack, then re-install
the weapons when you are done.

The more you un-install them, the more damage they take. You can
repair them after un-installing them several times.

Unless you're planning to max your Time Manipulator use, I would not recommend a "pure" hacker build. The amount of research points you'll gain won't be substantial and a lot of players retaliate against a hack by disabling you (costing credits). In the long run, you're better served by having a more balanced build. You'll be able to fight Elite NPC's better that way and will get drops that add to your cloak and scan (and everything else). The only time i use any researched cloak modules is for missions that require a certain amount. Even with only NPC and Mission artifacts adding to my cloak, I can still hack about 60% of my battle tab. And remember, the more cloak you have, the bigger (stronger) the ships are that WILL be able to see you on their tabs. You become a very easy kill for them with little option for fighting back.

I'm sorry? Retaliation was never mentioned. If you hack first then obviously you can't alert. What I meant was that if you get hit by someone too powerful for you to retaliate against then you could alert.

At your level, you can swap out as needed.
If you get hacked, you can hack back as a "touche' well played"
Use your dark pyramids, and algorythmns when you hack as well.

If you're going to raid, that takes finese .. you need to disable 1st.
Raiding takes a bit more strategy, but, if you beef up your scans
after the disable, you can pull a pretty good haul from a raid.

No dont think raiding is the style i want to play, think i will make use of artifacts and stick to cloak and dagger style tactics.

See the highlighted text. If you're candy-ass enough to alert because I hit you off the tab, your whole legion will suffer. Man-up and come after me yourself, it can be done, you just need to know what you're doing.

For your long term survival a balanced build is best. Focus on guns, defense, energy and hull. Research shields, scan and cloak, but do not install them until you have the other stuff maxed out with pretty good tech. While you're doing all that, you'll want to research you Planet tech so you can update your production facilities to increase your hourly rates. Like Darious said, too, at low ranks you can swap out modules a lot easier than at high levels so researching the other techs will give you a little versatility until you have enough decks to install more stuff.

From the look of your banner, I would guess you are in a legion, so I mean no disrespect. However, if you come to AU, we can train you to both Hack and have a good combat rating

It is not that hard, but it does take some time.

Your rank is 300+ I'm 100. If you disabled me, I would not be able to kill you. I would need help. Thus I would get some. If I can retaliate myself then I would not alert. If I attacked first then I would just leave it. Anything I missed?

EDIT: And if by 'if you know what your doing' means spamming artifacts, I honestly don't think they should be stackable in the first place.
