Right, im writing this because I still don't fully get the bonus for Xecti. Will it make your defence and attack 40% better if someone attacks you? So if I had 1k defence and attack and someone attacked me it would increase them both to 1.4k?
I have heard that the governor also gives 40% defence in battle too?

Is this all true? Because if it is then the Xecti sound pretty over powered.

Xecti Ships & Planets receive a 40% boost to both attack and defense only when under attack(which includes invasions), not when initiating an attack.

"Governor" grants 3x the chance that a planetary event will occur.
