Planet Vortex Deflector

This device that gives a planet immunity to other devices logically it should be applied last as a defense otherwise you cannot apply any further devices. However my question has to be is it a defense or will it act against my other planet defenses even when applied last?

Only use it if you're going to be offline for a while and you have guards, so they can't warp you away.
