Could you use a star chart purger to abandon a colonised planet?
would using a star chart purger on a colonised planet remove it from your database and as a result effectively free up a colony spot? or would the colony bring it right back into your scan database. or even worse would you lose the planet AND the colony space?

You cant, the artifact when looking at occupied planet does not show up in your list of usable artifacts.
