I'm seeing a wide range of recruiting tactic from the different legions. Personally I just use the forums and ask members to invite friends. Anything else you might suggest? I currently have a small 33 man legion (all active) so it is working ok for me.
What tactics do you or your legion use?

i usually go for "why this legion is so great" and "the look how active we are" things i do not do nor will i ever! Signing bonuses. they attract the wrong players.
how are the rangers a Democracy?

all officers are elected and can be impeached, and we vote before kicking players or making alliances or any other big decisions

I don't think signing bonuses are bad; what you're saying is just supposition. We've offered signing bonuses to everybody who's joined (the amount has been steadily increasing as my means to pay it increases) and none of them have been bad members. Also, just say what your Legion is about, especially in regards to PvP and what sort of behavior is acceptable and what isn't; it won't necessarily get more people to join, but at least you won't waste time with people who don't really fit into your Legion.

I had no luck at all attracting players with signing bonuses. A little creative thinking and persistence took Galactic Science from 11 to 50 members in about a month.
Keep at it. You'll figure it out.

Our newest member got an exotic out of the deal, but he brought the scan we did the rest.

Wish I could tell you what works, but honestly I have no idea what works. My legion has tried the recruiting friends bit, that thing kind of works haha as long as there friends will stick with the game. But before we did that we was aready around 45 members at the time, and was only open about two weeks. Now we have two legions and as far as our main one is very active but our second is very inactive and a lonely place to be.
I think more of luck and a really active legion chat helps. other then that I have no idea, we havent ever offered signed on bonuses, and we have a post here on the forums about recruiting but we only have ever gotten like one member from it. I am not saying we are the largest legion in the world but were working on it.
haha guess what I am saying I think its a really active chat and what your legion stands for is what gets you members ide like to say.

while i had a legion with a creative name at first, one of my officers decided he didnt like my legion anymore and kicked everyone, after the Great Kick i disbanded that legion, and created a new one, strange how if you use a clever made up name, you dont get anyone, use a name from a popular video game, OH MAN DO THE REQUESTS POP UP.

Have a good core of players before you start the legion, then word of mouth and if you can get on the leader board your set. we are at 44 but have turned down many players. Its not enough to simply recruit, its to recruit good players who will contribute to the group so dont just look at rank. look at planets found, scans done, missions completed the whole thing when accepting.

Yeah no kidding. If a person requests to join and has almost no PVP kills a bunch of deaths and a ton of NPC kills, they are looking for a place to hide, they usually do not participate in legion chat and do not help protect the group. I would rather have several rank 100's that talk a lot and can coordinate strikes, than a rank 300 who does nothing but take all the good NPC kills.

I'm going to dust off this thread again, how does everyone get high ranks to join? do you have members that rank up in the legion, or do you look for the high ranks? The rangers is in the process of merging and raising their average rank, so I'm looking for pointers, thanks.

Granted we've had limited success, we stay around 39, but the folks we usually get are because we play up the community aspect.
Shayfield has a mix of player types, but we have a core of good folks, some fighters, some scanners etc. We are very generous with each other and always help out. We aren't a top legion, but a great one if you want to compete with near peers and actually like to interact with the legion.
I've noticed a lot of stronger legions are also pretty hypocritical, we like to be "good" but we don't have binding policies.
I also have found recruiting from the battle tab works. Complement someone who doesn't have a legion or is in a small one and ask them to join. I've offered artis, but that's it.
