I helped kill my first elite NPC just yesterday actually. Picked up an Eruption Channeler for my efforts.

lazuli parts vault is extremely rare, not sure of the exact ratio but ive killed a dozen of them and only gotten 1

Picked up an Eruption Channeler for my efforts. the refineries don't drop parts vaults, the Renegar, Lazuli Station and Reynard, Lazuli Titan are the two that drop parts vaults, so if you see them jump on them as soon as you get a chance.
