Does scanning power affet rare NPC appearances?

 I know you need a minimum scan of 200 for Dark Rings to appear, 25 or 50 for rogue tech collectors, and so forth. But in addition to unlocking certain NPC's, does a high scan also increase your chances of spawning rare NPC's?
