I was wondering what all of the uses for political favor are besides the barracks? The wiki is a little vague. Thanks.

Council Base, 500 invasion defense, 100 population - 15 political favors + $10 million credits.
Anti-Resistance Base, 200 defense, 100 cloak - 5 political favors + $200000 credits.
