finding rare non-player enemies

is there any way other than "luck" to find rare or crimson ship
i've been thinking scanning but i have no real ideas

Kill lots of regular NPC ships until the rare ones show up. There are a few ship types that have cloaking so some scanning will let you find them, but the rare ships are simply rare and it's a matter of luck and time to get one.
