I have been focusing on keeping myself out of Pvp so far, hence the cloaking. I have only focused on energy and cloaking, but I do have 2+ planetary buildings.

STOP everything your doing, do yourself a favor and research +4 planet structures, that will keep you good for a LONG time ( ~ rank 100 ), and you will quickly notice the turnaound in your production per hour. If your not in a legion find yourself a good one to join, there are several out there. They should be able to help you with getting good planets, feed you some currency to help afford those planet structures and get yourself on your feet fast.
other than that, id say drop builder if / when you can, as with proper planning its a rather fruitless profession, judging just by what I can see you would benefit a great deal more from the spy profession.
good luck and happy hunting

I think +4s would be useful until about 60, I would recommend going for +5s or +6s by 100, but that will depend on your luck finding research planets.

Try joining Delta Destroyers, or TA
from what i've heard of them both, they're excellent training legions that'll get you on your feet without any of the "We helped make your ship~ you owe us. now pay up!" crap that you get from some legions

indeed, i was rank 67 before i joined my first legion, tryed to go it solo, and build my own legion, its rough but it deffinatly lets you know where you stand both as a player, and as a ship.
Joind stargate universe when they had a level 2 base, and very few players. We aren't a top 50 legion but we're quite active, and always do equal base payout, something you really want to look for in a starter legion.

ok you need to join a research legion it will give you a big advantage over your levels if your doing cloaking still ad defense to your ship then they cant disable and get +8 buildings at rank rank 50 aim for +10 at 100 thats what i have done

I suppose the thought of hidding yourself will work, but you are going to want red badges for the battle market. cloak works to hide, and research is the most important. up your research and hide yourself, missions will give you ship mods that others will not know. this might make them think twice in attacking you. energy is good, but if you have no weapons, then you need either a good hull and defence, or alot of cloak.

Well, the legion I currently belong to is Stormkyn Alliance Legion 2, and I have resource payouts of 20k rp, and 6k arti. That's why I'm not so worried about resources.
