id go for +12's so you dont need to rebuilt even more planets later on (if your base gives RP's that is) otherwise it will take ages |

Definately get your defenses up. Then planet structures to +10 Then do hull |

Defense, planet structures, hull, weapons, scanners. You could switch weapons and scanners, but really that would be a pretty solid order. |

Id say go for the top end relays first. then hull, +12's, scanners. |
