I am wondering if there are specific scan requirements to find rare and elite npcs? If there are then I am assuming it is affected by player rank. I have looked in the wiki and the forums for this but can find anything, although I think I read a bit about it once. |

It is on the wiki under npc, each npc has a different scan requirement and certain npc are only available to certain ranks. |

As a general rule of thumb you need 50+ Scan to find better Uncommons, 300+ Scan to find better Rares, 1000+ Scan to find better Extremely Rares, 1500+ Scan and Controlling the Silthion active to find the Silthion Hybird Larva, and 2000+ Scan and Rank 180+ to find the Caelon, Dark Dispatcher. |

caelon has a rank 300 requirement. and you only need over 600 to find most elites. |

No, the Caelon, Dark Dispatcher is Rank 300; however, you can see it long before then, just like you can see other NPCs when you reach roughly 60% of their rank. Also, I guess 600+ Scan would cover most of the Extremely Rares, though the XRP Warp Station requires 1,000+ Scan and surprisingly the Sha'din Hyperport requires 3,000+ Scan.

I know as I watched closely to see on which rank would it appear on the medal list for me; and I found the Caelon right as I hit rank 300 (having used enough scan for quite a while prior to that). The only way I'd believe the Caelon can spawn earlier would be if anyone showed me the medal unlocked at rank < 300
