Yes it's a rare NPC that scales to your rank. It drops both the Terra Formers and the QSEs, although you'll get terra formers more often, and it doesn't always drop one either. I've done 9/10 of the terra project. Sadly, however I haven't seen one since rank 100 I don't think, and I know i've killed 1000+ mobs since. I hope I haven't leveled passed it.

Is there any way to get a Terra-forming device without Galaxy Points? I've heard myths that they come along during regular artifact drops, but can anyone out there confirm that they personally have received one in that matter.

Troop Carriers, but it's nice to have a bit of confirmation.
