It appears structures no longer remain on planets when a person resets. Based on other accounts I've heard, the structures are removed when you reset. Thus, planets owned by players who reset before the change might still have structures. Anyway, if you're planning to leave structures on your planets as part of your legacy before you reset, do not waste your time.
