According to the wiki, they have 400 cloak. So optimal scan to find them would be 401.
How many drones have you found so far? And how many NPCs have you killed since you started this LM task?

when it comes to LM NPC's theire are 3 (4) things that make a huge difrence
1. Rank. at rank 600 and again at rank 1000+ you lose quite a few common and uncommon NPC's less NPC's in the pool increasy your chance to find them
2. Mission NPC's getting rid of NPC's like the Rogue Data Analyzer, Crimson Cutlass, Dark Iso-Runner, Drannik Databank, Litheor Deepspike etc etc, by ending the mission that spawn them, also reduce the number of NPC's in your pool and again, less NPC's in the pool increasy your chance to find them
3. picking the right time to hunt for them cant explain why, but for some reason the RNG likes to give out NPC in clusters so when you find one, theire is a good chance that you will find more if you continue to kill NPC and theire is also a chance you will hit a dead zone, where you can kill 500 NPC's without getting any of your LM NPC's on scanner but you can actualy use this to your advantages what I usealy do is a 2K energy test run - and if I find the NPC I'm looking for I keep going until I have them all 10 if I get nothing, and no other interesting NPC's on scanner, I stop after the 2K energy, and wait 30 min to 2 hours before I try again
with that system, and rank 1000+ and 0 mission NPC left it usealy takes me 800 to 1000 kills to do the old NPC hunts, around 4.000 kills for the 30 exodrones, and 5.000 to 6.000 kills for the 30 Bralkir warships or Darmos Drones
4. scan yes you can try to run 401 scan to also optimize your chance to find them but if you do so, what you are throwing out of your pool are NPC's like
Sha'din Hypergrid (Cloak: 500) Dark Command Nexus (Cloak: 600) XRP Warp Station (Cloak: 1,000) Pevreon, Dark Specialist (Cloak: 2000 ) Kelethor, Crimson Hauler (Cloak: 4,500) etc etc etc
as I see it, that is not NPC's you want to throw out of your pool, but NPC's you want to find as many off as posible while you hunt for your LM NPC's so I dont recomend reducing scan to 401, unless your legion can't kill those in a few hours/min

So I spent 9 hours across 3 days doing the Darmos mission. 4K+ npcs and 11 ranks later it was finished and I could no longer see Stryll Desolators. Once those dropped off my list however I found the last 9 of them inside 700 NPCs.
