How exactly does it work?

Do the new artifacts come in draws from the base artifact production? Or every legion members own planetary production?

Its a special area 'within' the base. Legion members can attempt (by spending research points) experiments. With luck, they will make a discovery, which unlocks it within in the CT-Lab.

A discovery allows certain artifacts to be converted into different artifacts. The conversion formula will be mentioned in the list.

1st Suggestion: Any artifact that takes mass storage pods and tesseract containers and makes them into more "space" on the legion base.

Since it's a recipe, and becomes perm. when you find it, I don't think either of those will be possible. However, my previous idea of a repeatable mission to combine cloaking items (void shell+dark pyramid = passive cloak item) now has an other possible outlet. Or grid console+somethings = passive def, I don't have access to the bosses for passive cloak anymore, and some other people are getting there. I see the CT-Lab revitalizing a lot of artifacts that are not often used.

i realize that never would either of those artifacts be up on the CT-Lab, it was just kind of a fantasy in my head that i typed.
