They are in a mid level legion about half our strength and I doubt their starbase is over level three (ours is level 5 and in the top 3 for research).
I understand someone being hesitant to leave because they would lose what they put into the starbase. But if they are changing legions and getting the benefits of a better starbase, what are they losing?
Legion base system is designed to put more penalty on multi-legion organizations that I fully expected that it would happen. One officer did suggest me to add 2nd Dysonian legion and I disagreed cuz I knew that it would just be a handicap especially after legion base. We stayed true to just one legion that Dan always try to put penalties in multi-legion system. I knew that legion base comes in then members will quickly glued to their own legion bases making legion transfers much more difficult.. It is easier to groom young players up than try to recruit high level players from their legions into yours cuz they already got glued to their bases. It only gets harder and harder over time.. Multi-legion system will simply become more difficult over time. Sorry to break you the news..
