what should i try to increase so i can become an good pvper?
any advice would be appriciated

Decks of course, i had around 550 at that level

damn, man I suck #&$#! I would say scanning probably and maybe get your energy up to 400-500, mine's 589 and recharges in 18 hours.
and decks too, my decks suck, 267, I spent all my rank points on engineers at the begging of the game (fail!).

well i can do nothing about decks right now and scanning i have good tech researched just not equiped atm. ill try to work on the energy,

to continue the slow ranking, i wouldnt worry about energy... you dont need a lot for pvp... considering how many traps you activate each day :evil: :evil:
increasing your scan will help with critical hit and finding Rare NPC.

I suggest players test out what beenfit scan has for them. At about rank 150 having some scan made a difference. Near rank 300 when those new complex tech part collector ships came out I did a bit of experimentation. The difference between 6000 scan and less that 60 wasn't much. I measured using the number of ships that were destroyed with one less click. It felt like more when I was lower ranked though. I play a faster ranking strategy (aim for a level a day) so losing those CTP ships off my NPC blitzs was worth it for me.

For finding NPCs scan is only useful to find the cloaked ones. I've had a couple of dark arms carriers in the last week (which dropped fluxes too. :-)) with a scan of 46. However for PvP scan is useful for blocking hacks.

In my opinion a good NPC hunting ship is a great PvP ship. Lots of attack and lots of defense are the general rules. hull is important too but if you're cloaked enough players can't see you hull. They can always see a high attack and defence though. The high defence means players think twice before attacking and the high attack makes think even more carefully.

Best way to get those apart fromt he obvious (research) is NPC drops and battle market parts. 4 Dominion cannons. 4 dark ring thrusters. 4 Crimson lasers.

A legion with high rank NPC hunters can pass you crimson obelisks to boost your attack even further.

The problem with the slow rank strategy for PvP is keeping up with ship costs. Ideally you want some really powerful weapons but running null ray technology would burn through your creds. One of the players in my legion has an amazing weapons battery. 5 or 6 null Rays at around rank 150. He's rank 180 now and has changed to Builder so he's got 8 null rays installed. I'm rank 310 but have probably only got 10% more attack than him. I have 7 heavy null rays and one light thetacron but have light quasi-choatic blaster tech available. I get an even higher attack from all the NPC dropped artis above rank 200.

If you're slow ranking and have high artifact production then hopefully you'll be able to get lots of rescued prisoners and ship bots. Haven't had any rescued prisoners in a while but getting more of them is the reason I stay as an Excavateur instead of Builder. Check for arti at just about 4000 for the most chances to get rescued prisoners. Think it's around 3000 for ship bots. I think that's how players who have Star Destroyer ships below rank 250 get all those extra ship levels.

I would refocus your ship to be more aggressive. Swap a dampener for a cannon.

Also, at around your rank I have:
Sing Launchers
Positron Relays
Lattice Shields
Wideband Jammers
Nanospheres
Microwarp Nacelles
Subdimensional Sensors
Global Meshing.

Research: 800/hr exactly.

I feel behind on tech, and I don't do as well as I would like in PVP.
