Just added new titanium hull plating to my base, how do i repair so it goes up to 100% hull with the new plating added?

You can't yet.

You can't at the moment and stop wasting your money on upkeep for things we can't use yet!

yea lol same.... i have no idea what to expect when it does come out. my guess is: an all out scramble to kill lvl 1 base's
thats why we have a tone of shields.... its likely we will not notice the eagerly awaited 'grand unrevealing' of base combat till we get destroyed, (no time to repair) thus, shields are the best investment!! (self restoring)

Nothing wrong with being prepared cos i have a level 1 base (nearly level 2) i will be one of those guys whos base will be in danger. Thanks for the tip will get on the sheild case.

i think there is a limit to what weapons/modules you can have, i couldnt put singularity turrets on a lvl 2.

Yes, there are 5 tiers of modules and each can only be installed at their corresponding level. You wouldn't be able to install any better modules than they could.
