You do get notification of hacks, it tells you who hacked you and how much they got. There are a number of different reasons why you might have an odd amount of research:
A) Research a tech and have some points left over
B) Your research income can change as your colonies mature
C) You can gain research from certain missions
D) Daily reward sometimes adds research
E) You've hacked research from another player
There could be other possibilities that I left out. Most likely would probably be A or B.
