Question About Planets and Numbers

Ok...I have 25 planets at rank 100. That's 1 for every 4 levels.
So how does someone at rank 184 have 461...when technically all they could possibly have is 49 at the rate of expansion?
Am I missing something? Is there a way to get around the cap/limit on planets?

that list in the legion leader board is number of SCANNED planets by that person, not colonized. The name is a bit misleading
