Hi I used a terra transforming device on one of my planets which was 14X rich in mining, artifact and research and nothing happened shouldnt it have increased the resources?

just refresh the game it usually doesn't show up just after applying the artifact.

There's a limit on terraforming planets. The resources cannot go above 15x. It may be the limit has been reseached while you used the device. As Zhorgul said though, refresh the game and it should correct itself. If it doesn't, try logging out of Facebook and clear your cache as well before logging back in.
