Soldiers' Outpost requires 50000Cr + 5(and it doesn't show what)
Population is not increasing at all, i am biologist.

The soldier's outpost tooltip and message has been corrected. It was only working for people who already had the special resource needed to build one (available from certain missions)

I see the problem with Biologists and population. The max population is there, but people just arent...ahem...breeding up to the max. I'll look into this and fix it in a version very soon

Biologists should see their population grow the extra 10% across all their planets properly now. Let me know if you encounter any related issues.
