I understand that this has been brought up before, but this is a real issue.
I have a scan of...1. Exactly 1. I have 0 scanners equipped.
I found a (I don't remember the race) spy in my battle tab. I don't remember the name...something like flashpoint or something.
He had at least 3 cloak modules on his ship. I could see every module on his ship.
How does this work?
At the very least I would have assumed it would say my scan isn't high enough to see what he had equipped...let alone show up in my battle tab.

Did he have a Quantum Firewall Effect active on his ship? If so, that would negate his cloak.

I've had that happen once or twice too, I thought it was strange that I could see his two CipherBots even though he had no quantum firewall effect or any effects at all.

Its simple saddly hackings really broken alot of the base ideas behind it dont work like intended.
