Capped planet level despite my leveling up issue

 I abandoned a planet today to take another one. About 5 minutes later I leveled anyway and went to retake the planet only to discover I have to level again before settling any planets. This doesn't seem right as I appear to lose a planet spot this way. Why did this happen? Am I out of a planet spot?

Its plus 1 for every four levels.

Your planet cap is 1 + (Your level / 4).
