Just opened one. It NEARLY capped my mining.
HOWEVER, My mining caps in 7.2 hours, if I didn't cap, then the cache must be giving only 7 hours now!
I also checked this with my research. I had 8141 per hour at the time. Got about 56k research, which is 8000*SEVEN!
I should have taken a screenshot but I didn't realize that at the time.

I'd say double-check your numbers, such as the capping time for your minerals, and if this still appears to be the case then send in to Dan for support. They still say 8 hours.

It'll be sometime before I get another cache, I'll be paying attention to the amounts.
If it does come out to seven hours, I'll be sending Dan a support ticket.

You could just do it now, he should be able to check.

I don't want to bother DAN unless I can confirm the problem.

The problem is that you can only hold seven hours of mining production. The cache grants hours of production and cannot grant fractions of hours. It will grant you the number of hours you can hold and absolutely no more, not even decimal points. So if you open one, but one resource caps after 7.9 hours, it cannot give you the 8th hour's production or it would go over your cap (which it cannot do).

Since when? My caches always completely fill my mineral bar and my research gives me the red warning about hitting rank capacity. And both of them cap in 7.something hours.

well I just open one of my 4 caches (yeah, I know right? I didn't even realize I had that many) anyways my mining caps at 7.5 hours, and my research at 7.986 hours, and I capped both of them, and I did the math for the artifact which caps at 18 hours and I got the full 8 hours worth so..unless it was a fluke, I don't think anything is wrong

In lieu of the information from Spartan and DarthFlagitous, it sounds like your cache did in fact malfunction.
