Whats wrong with the remaining actions?

Well, I thought that it was only supposed to go up when you preform offensive actions of your own, and then not alot. It's usually 3,5,5 for a typical person not rocking the boat overmuch. I don't think he got all 88 hacks in the same day.

*edit* maybe I just need a better idea of how that system is supposed to work, but at first glance seeing numbers like that strikes me as excessively buggy.

To clarify, All 3 action limits will increase by 1 when performing an offensive action.

Ah, thank you. Maybe he did all 88 in a close span of time and the cooldown is simply taking a while to catch up with it, then?

He would only need 24 hacks to get the actions that he currently has.
