Disabled Sehrin, Bioship Ally

 Anyone figure out how to get the Sehrin, Bioship Ally back online?? It was disabled then i repaired it, now it only has the option to dismiss it and its still offline.

It does have an upkeep. Could of not paid it and it broke.
