Flash doesnt, java does, it is why u can play gl on iphone but not armor games or anything like that.

Indeed, don't confuse Java and Javascript. Whilst a Java game would be effected by Java, Galaxy Legion is a Javascript/PHP game, which is handled directly by your browser. Your browser - and your internet speed - are the only things determining how quickly GL runs. Oh, and perhaps if that memory leak never got fixed that might effect it, but I don't remember if it was or not. Certainly, it has not been mentioned of late.

This. ^ More PHP than JS judging by the information gotten from the console. Makes me want to attempt server-side navigation through the GL system and see if I can view other players' stuff. I shan't though, no doubt it's against TOS.

That's not entirely true. Cache is designed to speed up you web-experience by storing things on your PC so you don't have to download all the information/images when you perform an action.

However, clearing cache of unused websites will improve performance, slightly (so slightly you won't even notice it). There's a catch: You'll have to download all the images and other information that your browser caches for GL, at least once.

In short, clearing your cache really won't do anything except slow stuff down when you need an image that you no longer have cached.
