Leadersless legion Spartan Vanguard, please help them.

It appears the leader of Spartan Vanguard disappeared but the next person was not promoted to leader.
That means no new promotions, and things like base building, production etc.
Can people confirm this and what can be done.
Just trying to help out

As the only Officer remaining in the legion, Myles1 needs to send an ingame report explaining what is going on.
