Are you Sillixx? If so, the target is 1320. Otherwise, spend a rank point anywhere you like.

If you use rank points. If you use ship bots, probably not.

If i remember correctly the text on the medal requirements is wrong and actually needs to be the next tier.. (massive titan???)
