There seems to be a glitch if you have exactly 45 flares, which I did. I got to the end, was given the option to vote, then received a message saying that I didn't have the required artifact. Now it's showing as 44/45 completions. If I click to continue, then I get the same "not required" message, so I've lost one flare.

Before anyone says it, I know I had exactly enough, as I had a legion mate send me exactly enough for one completion.

FOLLOW-UP: I got one more flare, continued the mission, and it awarded me the artifact with no vote.

NOTE: I have also posted this in the mission thread in the Beginners Hub, just in case people are looking for info on the mission and don't look here...

Ya... Ummm... See... You didn't have enough artifacts.

If you watch the game as you click through the mission, right when you finish the 45th round, and the vote button appears... the artifact requirement doesn't go away... you need an extra Quantum Flare to cast your vote too.

So its actually 46 Flare's for the first round of the mission.
