Did a scan run today.
Came across a Talth planet with a allovore blockading it.... I doubt I would have noticed it BUT even though been playing forever and have roughly 15 metallics of my own, never got one.
My understanding is they only blockade metallics. Am I missing something? Besides a blockade of my own I mean.

no, you are not missing anything
as far as I can tell, the system picks a planet at random among your colonised planets and generate a random event that that planet can spawn
the chance to get a blocade is already low... you mostly get temp +10% recearch, mining, artifact production effects that last for 1 week and if you have a low % of dyson, ecumenopolis and Metallic in your planet pool, the chance go get an event on a planet that can spawn the Allovore blocade will also be low
you can change to govenor - that should give you aproxetly 1 random event pr day
but you are still looking at a chance = ((number of dyson, ecumenopolis and Metallic) / (total number of colonized planets)) * (the chance that a random event on a metalic or dysson will actualy spawn an Allovore)
so even as govenor, you still have to be extreamly lucky to get one
