I think that is a valid theory, but the problem that I see with it is that there's no way for him to have that effect active right now, as the effect only lasts 20 hours and it's been almost 4 weeks since that bi-weekly mission expired.
If i remember correctly, the effect to whit you refer didn't actually cause the Nanoshearing drill sites to occur. Those drill sites occur and imo continue to occur whenever someone that still has the mission "active", scans.
What the ability did was update your scanning protocols, so that when you located such a planet affected by a Nanosheared Weapon, you were notified via red-box, and then given a Weapons Scan arti.

So, even without that "special scanning" ability active, you can still locate/cause nanosheared drill sites on planets you "scan", you just don't get the notification that you found one, because you don't have the "Special Scanning" ability active, that notifies you that you located one.
