I have 2 structures on my planet that are eligible to be upgraded the rest are arts. I just hit rank 700 first time for the griv. I'm not sure how I did it but I upgraded the art/mining production structures to 50% already. I used the Stryll Confinement Protocols and then went to look at what one was upgraded and neither went to 100%. The rest of the structures are artifacts. |

You are confusing the stryll confinement protocols with the trellith structural energizers. The protocols upgrade defense, population, or cloak structures. The energizers upgrade production structures. |
