unless we also knows your rank, 10K kills doesnt say anything
as theire is a huge difrence betwen how many 10K kills will give uyou at rank 1 to 600, rank 600 to 1000, rank 1000 to 2200 and rank 2200+
due to the simple fact that you lose a lot of "standart" npc around rank 600, rank 1000 and rank 2000to 2200
and less "standart" npc in your pool makes LM, season and mission NPC more easy to find

12K kills at rank 1900'ish gave me:
5 Cosmiren, Elios Luminary
around 100 Empyreans (Elios Radiant Attractor (Uses Left: 149) had around 40 from last year when I started)
20 to 30 phoenix's (lost track of that number becourse I spendt the drops to upgrades vaults + 2 Elios Stormburst Ray)
and
9 to 11 Stryll Genosynths
+ a huge number of Silthion Queen, Dark Command Nexus and Lazuli Fabrication Plant + other small elites/boss NPC i didnt even bother to count

to find the same number of elios at rank 550, you could easily be looking at 25K to 30K kills instead of the 12K I did

i was rank 720 when im started now 770, i did do some mission as well though, auto ranked on a few to get scan mods. Also i have a very small NPC pool, took away a lot of the mission npcs and havent started a lot of missions that give new npcs or add temp npcs, since i cant be asked to start them.
I personally think it was worth npcing, i got a medal and some decent drops. But now im just beat, dont really wanna npc anymore, mindless clicking does get boring even when listening to doc's/podcast/songs/whatever . finding a elios base was a joke though, last year i found 2 or 3 in 4k kills maybe, and i was half my rank and had a much larger npc pool and needed more hits to disable some npcs which i can now disable in 2 shots. but i have been on a lot of elios base battles so its nothing major.

Several of us in our legion are not getting NPC drops as we should, from fabs, queens, boss and especially Chuhn. One person today finally got first Chuhn merchant of the season, I have only received 3. In several ranks, I haven't a Fab, and only 1 or 2 queens. XRP's seem to be rather rare in our legion as well, except today we had so far since I've been awake 6 up. Still is kinda crummy drops considering how much people are npc'ing for the Chuhn.

Is anyone else experiencing this as well?

havent even been hunting for them as it only week 1

and still found around 9 merchants,
that droped 1 Chuhn Stem Bolts, 2 Triangulum Sparkmatter, 2 Crate of Goridian Ale, 2 Fornax Jewel, 1 Furlinium-F Spanner and 1 Prejor V3 Grav-Hutch

in less then 5K kills....

Jesus, the system just doesn't randomly break. If you're not getting spawns then you're either having terrible luck or you're just not NPCing enough.

Wow around 5k kills only got me 1 merchant lol

make that 13 in around 6500 kills now (Non-Player Kills 598270 - and started the season with around 592K kills +- a few 100)
found 4 more this morning, just going for a rank up so I could do Vision of Oruas + The Orbisbarrier Discovery

but 2 * Fornax Jewel + 1* Triangulum Sparkmatter + 1* Furlinium-F Spanner from those, so still need the eye
