It appears you must exceed the total of 300,000,000 by a significant number for the medal to be awarded. The first Collective Theory Lab Attempt Experiment 48,000 Next Discovery: Near Impossible; after going over the amount needed triggered the medal. I had initially exceeded the amount needed by approximately 3,000 research. The medal did not trigger so I submitted a support ticket as well as posting here. I waited an hour then attempted another experiment and the medal triggered. I do not consider the matter solved; just better understood. |

You need to spend research after reaching the total. Just a trigger bug. |
